I dunno,, this is a slippery slope! I just hope one day I don't go to the crag only to find a "red tag" on every route I'd like to try! Oh, or does this only apply to first ascentionists? Or anyone projecting a route? Do you have to be the landowner to excercise such action? What if it's "public" land? How long does someone get before they should open a project to others? What if they are publically announcing they are planning to go to some other major project? What if they have publically announced that they were, at present, ok with others trying the tagged route, can they then retag it later? How long is the amount of time one should get trying a route before they then deserve to tag it? Is the equipper the only person who can tag a route? Does it have to be a certain amount of bolts? Do they have to pay for said bolts out of they're own pocket? What if the bolting time wasn't really very long or hard? How close do they have to actually be to "pointing" a route before the tag rule can be evoked? Do you have to be famous to tag a route? Who is the "authority" that can really make all these descisions?  Route tagging seems to open up, in the sport of  climbing, a lot of unnecassary controversy!??
