I think the current WC boulder scoring, that uses bonus holds, is not the best way. The main reason is, once you make the bonus, you get nothing for any more holds you reach, unless you top. So my suggestion is to not count bonus holds. If climbers are tied on tops and tries, then count the total number of holds they reach on all the qualifying boulders. That rewards the climbers who get higher overall.
