Needle Peak is located on BLM land so, public land. It is however completely surrounded by private ranch land and the ranchers are not friendly. One local rancher who climbs is in the mind set that Needle Peak is his and requests that no one boulder or use chalk. Again, it is public land, so enjoy it! Also, would recommend using chalk on the many excellent boulders there.
